TOWARDS THE FIRST GLOBAL FORUM OF PRODUCERS OF CROPS DECLARED TO BE ILLICIT

After two years of reflexion of the working group set up within WMPA in August 2005, the preparatory international Committee of the First World Forum of the Producers of Classified Illicit Crops constituted has been constituted in Valencia (Spain) on March 31, 2007.

The year 2008 will mark the tenth anniversary of the Extraordinary session of the General Assembly of the United Nations devoted to the world problem of drugs. In 1998, the objective of this authority was the elimination or the substantial reduction of the illicit crops. Ten years later, it is time to take stock of the actions undertaken and to adopt a new strategy for the future. We consider that the populations directly concerned by the illicit crops should play an important part in this process.

OBJECTIVES OF THE FORUM

The First World Forum of the producers of classified illicit crops to be organised in 2008 by CERAI (Centro de Estudios Rurales y de Agricultura Internacional) in partnership with WMPA and the TRANSNATIONAL INSTITUTE, aims at enabling the producers : 

  • To exchange and communicate on the political and socio-economic problems which push their communities towards these forms of agricultures and to largely inform the world public opinion ;
  • To discuss the future of the populations concerned : fair and sustainable development of the economies and the rural territories, land reforms, alternative development, development of the licit uses (cultural, medicinal and food) of these crops ;
  • To work out proposals for alternative policies to be presented to the official authorities concerned.
  • To structure the communities concerned in associations and networks like interlocutors of the national, regional and international authorities and organizations, and to enable them to become actors of their own development.
