PROGRAMME: 
The third world meeting of Oloron Sainte-Marie has enabled us to gather and adopt together, after vivid discussions, a MANIFESTO which reasserts our faith in the future of our territories and in our determination to preserve them.
In order to apply this "roadmap" according to our principle of participation and shared responsibility, we have renewed our international organisation system to reinforce its representativeness and its legitimacy.
This first meeting of the renewed board will enable us to evaluate our actions, our limits and our perspectives.
Thus, The Regional Vice-Presidents will report on the actions they have undertaken in each region to disseminate our proposals. This evaluation will enable us to measure the influence of our organisation at an international scale and to implement measures to improve this influence.We will intensify and coordinate our efforts to elaborate the proposals which will be summited to the international authorities at the occasion of the 3rd Earth Summit which will be held in Rio de Janeiro from May 14th to 16th 2012, according to the political purpose proclaimed in the Oloron Manifesto.
We will meet together in Chambery to elaborate the proposals for the Earth Summit, 2012:
- Drafting of a Charter on the Territories: The Charter of Territories, which would respond to the following question: "How can the exploitation of the natural resources not lead to the destruction of our communities and nature but enable the mountain peoples to preserve their human and natural balance in order to ensure good living conditions in the territories?". Some multidimensional case studies (MDCS) conducted in Africa, Asia, Latin America and Europe were conducted before the Oloron meeting to fuel our reflections.
- Preparing the Rio+20 summit: The WMPA will attend the next Earth Summit in Rio in 2012 to represent the mountain peoples and to present their proposals. In 1992, for the first time, the Agenda 21 contained a separated chapter on mountain territories. What is at stake for the mountain peoples is to amend the chapter 13 on managing fragile ecosystems on the basis of our Charter of Territories.
